Addons wont show in Custom game tab.

When I try hosting a server that I'm working on, certain mods (Such as hatmod/hatpacks, and golden weps) wont show up at all. I've checked the addons folder, and restarted BL, any ideas on what would help?

After checking the files of the not working mods, it turns out that the addons (Except hat mods, which works differently,) had to be unzipped, because they download as a single zip file.
