What about a rule against betting against people who clearly broke any forum rule? (except rule 6, if this was counted, everyone would be ineligible candidates.)

if they clearly break forum rules they'd be gone within 2 days. having a rule as finnicky as "clearly broke forum rules" will lead to a lot of dumb stuff
