i said they failed to make REAL progress. this is the CIA, not an independent research group. real progress for the CIA is something that can be used for, well, intel.

we're also assuming it's not complete bullstuff in the first place. corruption of government agencies is nothing new.

"it's true because a small group of people in the CIA who were given a lot of money to look like they were working on something important said it's true" isn't solid logic.
