Garage Games made Torque, but even though the newest version of the TGE was almost 10 years ago, i don't think Garage Games is as nice as Valve with their game engines

Torque Game Engine and Torque 3D are entirely different.

yeah, but it does indicate support of open source software, so it is imaginable that they'd be willing to grant badspot a license to release it
it seems likely to me that the only reason they haven't done it before is because literally nobody else cares about the engine
