paint tool sai is great but for my money, clip studio is my favorite, although it's definitely more suited for sequential art. but hey, you can't go wrong with photoshop. it really is a jack of all trades lol |

I'll vouch for Krita, it has been my primary for quite the time now, and it's 100% free. |

i use clip studio paint EX, but unless you want to use the EX comic features or more than 24 frames of animation, the pro version is definitely fine. pro Tip: it's way cheaper on amazon for some reason before i got csp, i used firealpaca and that was sufficient, but krita is another free tool that seems worth looking at. i've also used creative cloud stuff like photoshop, illustrator, and flash, and obvs they're nice if you can shell out the bucks for it |
