So without having to re-read the whole topic - do we actually know IF this is being abused, and if so, by how much? It's all well and good to try and introduce proper means testing but it may not actually be worth it.

not feeding your children because you squander your money is neglect, though.
If a household is legitimately unable to pay for food, they should be able to provide appropriate proof, which as of right now isn't a requirement and should probably change.

Not financial mismanagement, child abuse by part of financial mismanagement.

Yes. My school abuses this program heavily to attempt to get more money out of the government. The students here- they have iPhones, all the latest stuff, their parents are rich (and they have money!), but they get free lunches.
