Well, what I'm thinking that removing some unneeded programs would help overall and slash university president's salary would help too. What need to reduce a lot of major universities is sports coaching as they have a huge salary compared to many professions.

But why go to a 4-year university and spend a lot of money unlike going to community college as they are cheaper, so you can transfer after 2 year to university for another 2 years.

What such "unneeded programs" exist at all universities that you propose be removed, then? And I don't think the presidents salary has as much of an affect on a students tuition cost as you might think, It seems to only cost the average student around $300-$350, which compared to actual tuition costs is not much at all.
