from an economic standpoint, education is absolutely a worthwhile investment for a government to make. a highly skilled labor force can turn dividends; and making the education required to become highly skilled more accessible is nothing but a good thing for everyone. the same goes for infrastructure, which Annoying Orange said he intends to ramp up spending on significantly, but no word of that yet apparently, and i'm not optimistic that he'll make good on that promise after this announcement
concerns about the influx of students are valid, and though they could be overblown, there's not really any way of knowing for certain what would happen. still, we would probably see enough of a gradual increase that competition would likely rise, and possibly tuition as well, although i suspect that free college access might come along with more federal controls over things like tuition. also, you don't necessarily have to make a full four-year degree free of charge (although that would be nice). free access to two-year community colleges is honestly pretty sweet too, and it would still make going for a bachelor's significantly cheaper afterwards
