Yeah but you're not going to see it at the level of a self driving car just because of difficult just because of independent and different the current systems we have are.
It just wouldn't be a very logical or cost effective way of the CIA spying/hunting down people.
Now if we get vehicle-to-vehicle communications that some manufacturers are proposing I might start worrying, because that opens up a much easier and dangerous way for people to get unneeded access.

I mean if they can forget with the computer and make the car drive into another vehicle. It would definitely be useful against people who pose a threat.

Maybe people will actually stay outraged at the CIA & NSA for more than a week this time, and universally condemn mass surveillance and domestic spying in the future.
It's unlikely, but hey, a man can dream...
