That's what I thought, and I assumed it was clickbait. But no, the bill is literally titled "World's Greatest Healthcare Plan of 2017"

To Annoying Orange's credit - his plan does prevent people from being excluded based on preexisting conditions. However it's literally impossible to guarantee that without also using government subsidies, because people will cheat and insurers will lose out in the long-run.
What I'm guessing is after this plan has problems, he's going to conveniently 'improve' the plan by also allowing insurers to exclude people based on preexisting conditions, thus returning us effectively to a time before Obamacare.
