You should look up videos of cops playing it risky / not having their guard up, and getting killed because of it
You'll probably see why there isn't a "compromise"

considering the guy's body language(esp. how he takes care to keep his grip on the object as he gets out of the car rather than pulling it out after he does), the context of the call and what the officer pulls up to, and the fact Davidson gets out of his car without being told to, I think the shots were justified.

honestly the cop should have told him to get back in the car
to be honest they were both wrong.

there's a training video from the 80s/90s floating around somewhere on Youtube that I can't find right now that explains why cars(specifically, car doors) make bad cover even from low-caliber ammo. I think it has to do with the fact cars nowadays are meant to crumple when they get into a collision to stop the force and it lets bullets just cut right through, but I could be wrong since it's been quite a while since I saw it.
