again, it's usually agreed upon that the reason for this is that black people are disproportionately charged for these crimes that are otherwise negligible, because police officers actively try to bust them more than they do white people. i'd bet one of the main reasons for disproportionate targeting is because police officers read these statistics, which then leads to the statistics validating themselves.
