I don't think "moving the goalposts" applies here, because "Release recent returns" is, in my opinion, pretty implicit when requesting "release returns"

I'm not going to say how recent he should release, because I haven't followed the situation enough to know what's customary

It is not required for presidency.

Some moron decided to release his tax returns one day and all of a sudden everyone needs to, no they don't.

My use of the word "should" in this case means "in the best interests of his approval rates of the American people" as opposed to "expected"
If he'd just release them, then all the people crying "hurrrrr I need to find whatever reason I can to kick him out of office...oh I know! I bet he's committing tax fraud!" will have to choice but to move on.
