Police in this country are typically unarmed besides their batons and PAVA spray.

the police around the parliament and other public centres like it are armed, that's why he got shot

It's typically not necessary. Plus counter-terrorism acts fast. The man was shot and it didn't take half an hour for armed response to arrive, so there are armed police.

But not every officer needs to carry a gun. They make the public uncomfortable and they're a liability.
But if you're in London, around the tube or Westminster then you're closer to armed police than you think.
And if you go to Buckingham Palace the Royal Guards all carry live rifles.

I've been in London and the Buckingham Palace and can confirm. The cops in London are 100% unarmed.
