It's an issue of how in Atheism there is no absolute standard for morality, so in communist countries where it is the accepted philosophy, they reject the need to answer a higher power for their actions, so they can find it acceptable to themselves to do whatever they wish to sustain their regime, including mass-murdering millions of people.

Are you really saying that if the violent dictators had been religious, they wouldn't have committed those atrocities?
