is it rude to look at other peoples food?

well I don't think glancing is rude but if you stare at someone else's plate I would say it's a little rude, yeah
but with your sister, I don't think it has anything to do with manners

i can understand staring at someone while they eat being rude, but there's no harm in looking at their plate
