Breaking News seems to share the same definition as "Our top story" on many mainstream news channels. It's usually an "in-process" event that's not important enough to interrupt regularly scheduled programming. I think that's only reserved for threats against a large population, like weather, war, nukes, or when some monday wants to tell you he killed another terrorist.
