Article makes sense to a degree, but the entire event cannot relocate for one student's needs.  He needs to move and simply request his professors provide him with supplementary material.  My best friend suffers from intense and debilitating migraines and vertigo, to the point where he's lost 60 pounds due to the adverse disturbances in his appetite.  He contacts his professors and gets permission to work on assignments or view lecture at/from home.

At the beginning of the year, at least where I live, every professor asks of students to please mention any concessions needed before the term begins, and that these can be granted.  So on one hand, yeah, emotional and mental support can improve for when the unexpected occurs, but at the same time, the student also should have come clean at the beginning and mentioned any debilitating conditions that would hinder education and negotiate with professors to find solutions.  It's just the adult thing to do.
