I opened my account when I was 16 or 17
sometime after I turned 18 I... was trying to do something?? not sure what exactly, but anyway they asked me for those proof-of-whatevers, driver's license, social security card and stuff, and I gave them to them. never banned me or said anything about being younger than 18 when I registered
but anyway I don't even use a paypal balance, or receive money with paypal. can't imagine I ever will. so I guess worst case scenario for me is being banned and not being able to open another account. and I think in that scenario, I wouldn't want to open another regardless
but in the meantime there are furry things that you can't really pay for without paypal so I don't think I'll close it just yet

i made an account when i was 15 and tried to put my gift card money onto it because of g2a but apparently it didn't work so i never used my paypal account
and they said to me in an e-mail they will eventually close it so loving good i don't want to use paypal
i already got myself a debit card
