How To Make Faces?
Verification:
Just download a face pack and edit all the stuff in paint.net. be sure to erase everything before making your face so the images are fully transparent.

A face itself it's just a normal image file that either make from scratch with an image editor (like Paint.net or Gimp for ex.) or an existing image. If you want to know how to package them properly then you can refer to this topic in the add-ons board or just look at the zip file for any faces/decals from the board to get an idea.
