How come the child support system is so broken?

His point makes sense. It has some flaws but it's coherent; I understand what he's getting at.
Anyways, I think it's a case of the jail system being broken. Other things happen that are similar to this with other fines and stuff.

can attest to this. my mother makes 60,000 a year and my dad makes like 30,000 and my dad still has to pay more
though child support is only payed by the parent who doesn't have custody over the child. if you live with your 10,000 a year father then your mother will be paying child support.
