The way they've been keeping fans in the dark about Half-Life 3/Episode 3 for 10 loving years is stuffty.  Like, Valve fans were/are some of the most loyal fans out there and they just completely left them hanging without any indication of where the series is and where it's going.  When Episode 2 first came out, Gabe kept talking about Episode 3 like it was going to happen (e.g. "When Episode 3 comes out...") and then slowly over the years stopped talking about it until now he just refuses to answer any questions about it.  It's loving rude.

On top of that, people who were key to the Half-Life series have been leaving Valve so now it kind of seems like Half-Life 3/Episode 3 is dead in the water.

They've been keeping people in the dark because the game is not being made and probably never will be.

valve realizes that its autistic fanbase managed to delude themselves into thinking HL2 is the best game ever made, so there's literally no way they can live up to their expectations.

valve has this policy where people can switch between different project's whenever they feel like. after episode two people were all over the place for upcoming games (portal, team fortress, left 4 dead) and gabe took a huge turn around 2010 with the media when asked about episode 3. earlier he'd tell them 'yeah it's happening but we can't release any information' straight to 'i have no info to tell about it.' surprisingly enough it's still being worked on but it's in terrible shape and may have a group of only ten people working on it. so basically it's not going anywhere anytime soon

to add to that, when mass effect 3 came out, fans were really pissed how it turned out and people made death threats and did all sorts of stuff. valve saw that and that made them even more hesitant to releasing the game.
