no thats not even close to enough. all citizens needs to be armed. thats how your country keeps from being invaded.
you cant trust the government to do it no matter where you live, because then the government becomes the invader.

thats how its always worked, without fail. every nation, throughout history.

Problem is the Philippines are so crime-ridden anyways that distributing guns to the populace would result in turf wars and other various gangs vying for control/influence of areas.  It's a good thought in concept, but seeing how they would dismantle your car to sell its parts of you left it long enough out of view (several Phillipino friends can attest to this), I would say no, that is not a safe move.

Now, that's to say, though, that this would be more of the immediate impact.  In the long-term, it's harder to say.
Tactical Nuke:
I don't get why people think an entirely armed populace is bad
are post-apoc ruins where everyone has animal skulls on their balls your only perception of a society where everyone has guns

crime would happen less in an armed community
because if I'm a criminal and I learn that you have a one-shot death ride waiting for me, I want your stuff badly, but not that badly

we can also talk about how the US has been invaded only twice, in its earlier years, and both times the invaders have had their stuff kicked in
the Japanese were even considering a full-scale invasion during WWII but ruled it out because of that same reason
