It's hard to say. He definitely had neurological problems but he was also being dosed with heavy amounts of mercury for intestinal issues. It's possible he was just in the late stages of mercury poisoning.

Stalin is shorter than Riddler at 5'5" vs 5'8" but they both weigh about the same (165 lbs estimate)

While Stalin is shorter, he is likely slightly more dense than Riddler. Given that Stalin appears to be more out of shape than Riddler, I would rather fight Stalin. Shorter height, less muscle, and shorter reach.
