decryption help (arg??)

working on a decryption challenge for a class, anyone else into this kinda stuff? ive put everything i have so far in this google doc:

ive yet to do the 'wargame' on that challenge site yet, but that may reveal something idk. theres nothing else that could be a clue on the website the original crypt comes from, the text is just a paragraph in the page source and thats it.

my guess is that the water cactus line might be a key for decrypting the rest of the text, but not sure how

Tried my best couldn't come up with anything fruitful. My guess is that the deciphered version is some kind of program or image. I tried forwards and backwards ciphers using various rotations and alterations of watercactus but yeah nothing works

Yeah I used this to test the most obvious variants, couldn't get anything to work. I thought it would be as easy as reversing the rotated hex, then applying an unknown level of rotations using watercactus as a key

yeah i tried converting it to an image and a few more variants today but im still getting nothing. p frustrating, ill try the blackbox challenge when i have time and see if that reveals anything. its not even hosted by the same people tho, so itd be odd if there was something there
