VCE manual fix?

Is there even a working fix? I have tried 3 of them and none of them worked.

someone would have to re-host the manual's files on a website then edit the add-on to point to it (or somehow use a package to intercept the URL, maybe).

jes00 took the manual and converted it into a PDF (forgot when), but I still have it here if you want it.

i took it upon myself to fix evar678's fix
i have only tested this with the original VCE add-on so it may be incompatible with others that attempt to "fix" it

also i wasn't sure if the icons were intentionally removed or something happened when the manual was downloaded, so I re-added those too.
