a mentally ill person can mean multiple things such crazy and psychotic, not handicapped or stupid like what you're thinking right now. murdering other people regardless what the reason is either ideology or whatever is psychotic and crazy of you, therefore making you mentally ill...so yes, but handicapped is not the word.
