what is going on, the youtube vid is fullscreen but the taskbar is still there when it's not supposed to be

loving god someone help me out here

Go to Task Manager, find Windows Explorer, then right click and press "restart"
I have the same issue with youtube vids and borderless games sometimes

is the video scaling around it, or is the task bar covering the video?
sometimes that happens to me with games, all I have to do to fix is click the task bar and then inside the game to focus it again (and put it over the task bar)

I originally typed fullscreen windowed, so I had window on my mind instead of border
