HELP STUPID NEW PC HAS NO DISPLAY

How do you make another account on Windows 10? Like on the stuff fck. I spent 530$ from Cyberpower PC and this computer, cannot go on the internet, cannot let me use my account and only lets me use a guess account where everythig get's deleted, can't stay running without loving dying and crash ASS. So, I wanna reset my computer and it won't even let me, it literally just say's "Cannot reset" AND I LITERALLY AM MAKING IT CLEAR RESET EVERYTHING AND IT WONT LET ME IM GONNA CRY MY TEARS ARE SO HOT.
