The avatar options are finicky, try opening it in Paint and saving it from paint then upload that version.

I got the generic error yesterday when I tried to update my avatar. If you remove any file comments and keep exporting it under different compression levels eventually one will work.
this avatar wasn't accepted with level 9 PNG compression but it worked fine with level 8. ¯\_(ツ)_/¯
