yes all you did was stop using your head force to control the vehicle which allows you to turn your head. its not like the wheels will turn back straight without any force being applied to them

if you mean horizontally, you never can while driving
if you mean vertically, yes you can

All strafe steering does is swap A/D with Mouse X. You just lose control on how hard you want to turn.
