why is there a glow when you click on the text of youtube comments on chrome

Yeah. Personally, I used to struggle badly with dyslexia and reading smaller print was borderline impossible because of moving text and jumbled words. The use of the highlighting feature helped me read on a monitor because it kept my focus on the part of the paragraph I wanted to read.
Some people may have different shades of this issue, which is why this particular design was probably added. Web design and accessibility is an interesting topic, one worth looking into if you're ever interested in developing your own web space.
