Sure, Adult Swim, Cartoon Network and Boomerang are all owned by the same Parent-Child Company Turner Broadcasting which is owned by Parent-Parent company Time Warner.
But each company has it's own CEO, regardless of whether or not they're child or parent companies.
Cartoon Network - Christina Miller
Adult Swim - Bruce Taylor
Boomerang - Guru Hariharan
Turner Broadcasting - John K. Martin
Time Warner - Jeff Bewkes
But basically Cartoon Network, Adult Swim and Boomerange answer to Turner Broadcasting which Answers to Time Warner, but still they do make decisions independent of each other most of the time.
