I searched it up on youtube, and most of the top results came up as "how to remove regclean". My bad for assuming.

So I have another thing that might help. Try clearing your browsers cache. Sometimes adware will keep residual data in your cache.
I had an issue similar to this and that fixed it for me.

I purged everything to do with chrome earlier but I'll clear the cache again just to make sure

pretty sure it's fixed now, haven't had a popup since then. deleting the task in task scheduler + cleaning with tons of antivirus software + deleting files in the windows folder seemed to do it, and also it was worth looking through the registry files
