The point isn't that "Rape will happen based on what you're wearing"
The point of that statement is that wearing certain types of clothing doesn't justify crimes to be committed, and this statement is the stufftiest justification for that.

This wasn't "Insulting some guys hat" they started a violent conflict because of something as superficial as clothing.
