I'm having serious problems with my dorm room (things get complicated)

there's so much conflicting information flying around right now and I need help sorting it out

So I tried meeting with the community director, she directed me back to my RA. Talked to him, and he told me several things:

Housing is apparently completely packed. There is only one available open bed on the entire campus and he doesn't know where that is. In addition, regardless of my condition, room changing can only be done 9/11 at the very earliest. This is despite the fact that I've had several people approach me and tell me there were open rooms in one of the dorms I was looking to move into, and, when I tried to confirm that with someone who actually lived there, she told me she had switched to a different building with the other weekend, and my older cousin said the same, telling me people would be moving around constantly over the next couple of weeks.

He offered several fixes for my problems; I could connect my computer to the ethernet in order to fix the wifi. Apparently, this thing with the wireless internet has been a campus-wide problem, despite them revamping the system over the summer. This leaves me either without an XBOX or a smart TV, which the console runs on (I'm p sure it can do XBOX Live on a smart TV not connected to the internet tho).

In addition, in order to fix the heat and the noise at night, I could have an AC window unit installed, which they loving TOLD me wasn't allowed. What bullstuff. Anyways, I need to fill out a form to get it. The RA told me I could bullstuff it and put it anything down and I would get it, but not five minutes after the meeting and the community director emails me the form and it requires secondary approval from a loving doctor. So I'm ruling that out.

So that's it. What should my next move be? I was going to meet with the community director, but it just seems like a waste of my time at this point.

so one of my roommates keeps getting cooler and cooler to hang out with meanwhile the other one is starting to get annoying

he'll come into the room just to blast music, which is something you do if you're in a single, but we're in a triple, and it's not even good music, it's overplayed pop music and terrible rap
he's literally playing the same stuff he was playing yesterday right now
that and his friends will sometimes just loving barge in without asking

I dunno, he's still a nice guy but I'm getting sick of having to turn up the volume on my computer to hear what I'm doing meanwhile he turns up his volume
he's literally acting like my brother will when it comes to trying to outblast each other, even worse is that he'll try to sing along but he cannot sing in tune for the life of him
