plug your damn speakers into the rear port, front ports can cause interference and degrade quality causing the buzz |

if you get the same experience using the back ports, you can buy a USB sound card where static/buzzing will be reduced by a lot as the sound card is instead completely outside of the computer, and is generally shielded more |

check if there are any audio devices or microphone devices enabled that are playing back audio i say this because i have my Line-In plugged into one of my monitors which i switch between using my nintendo switch and pc, and i have it play back so i can hear audio from my switch through my pc, but if i open something like blockland it makes the exact same high pitched buzzing noise you're having. (which i use a custom audio driver to just switch the input off) |
