Since this apparently needs to be said:
Black people were brought to the Americas as slaves. After emancipation, tribal laws stayed in place in the South as well as in the North (to a lesser extent.) The Democrats (the more conservative party at the time) passed Black Codes and the Jim Crow laws, for example. Black people in the South were left to the fate of sharecropping, slavery part two, where they would plant/harvest the plantation owner's crop for a stuff amount of money and the ability to live on the plantation (hmm). Outside the fields, work was hard to come by. Most businessowners didn't want those uncivilized black folk working with them. They were genetically inferior, after all.
During WWI, when all the white men went to war, many black sharecroppers were able to move from the South into Northern cities. Lots of lynchings around this time. Black people were forced into ghettoes, separate and unequal, with shacks or small dumpy apartments out of the way of the civilized white folks. To top this off, black children were barred from going to the white kids' schools and were put into stuffty segregated schools with old textbooks and not enough space.
Past this, after all the Civil Rights Acts and what-not, it's just the poverty cycle. Dumb poor people generally raise dumb poor people.

Okay, and so for the past 50 or so years black people have been on even ground with white people in the eyes of the law. I would argue they even get a favorable look, given work and employee quotas in most businesses. I never argued that civil rights era NEVER HAPPENED, if you thought that was what I meant, then you're pretty silly. You're acting like I've completely denied the last 200 years of history. I'm saying that as things are now, the position that black people are in can be solved from within their own community, they are on equal footing with every other man, woman and child in the United States. It is NOT this current generation of white people's responsibility for the situation black people are in today. This disproportionate representation of black people in poverty even exists in the UK and several other European countries.
