I don't think the US or Russia really went around poking every bear possible to the point countries considered sanctioning them for years. And yeah, you literally are trying to justify NK's actions. They have threatened to harm us and other countries quite a few times.

saying 'we shouldn't cause a global conflict/kill innocent civilians' isn't me justifying anything north korea does. if anything, them testing nukes and threatening to use them is 100x better than killing a single person, either by some sort of loving invasion or a full scale war.
building and testing nuclear weapons isn't wrong. testing it on wildlife and fragile ecosystems is. so far, all of their missiles have crashed into the loving ocean. worst case scenario they decapitate a whale or some stuff.
