why is puerto rico not getting any help?

it's a US terroritory, there are hundreds of thousands of US citizens living there, why is there no major effort to deliver aid to them? i'm confused

FEMA is a private organization that operates independently of the government. Obviously they have determined that they have nothing to gain by putting Puerto Ricans in re-education/eugenics camps.
