you can't mind control people to run a billion dollar military without being paid. NK has some source of money (probably trades/deals with countries that haven't sanctioned them yet) and if those get cut off they won't even have enough money to continue their nuclear program. nukes cost like billions of dollars to produce and maintain and they aren't at all worth using in an offensive manner. not even the US would use it in an offensive manner except like, test how it works (japan 1945)
eventually they'll have no choice but to dissolve their military program if they have any hopes of feeding their population

Somewhat understandable if you think of it from their perspective. In their eyes, they are signing up to defend themselves from an aggressive foreign power whose leader promises war. It's like Imperial Japan in WW2.
