They probably don't think they could succeed. Consider the size of North Korea's military compared to the population. Consider how much of the military they'd need to get on their side to have a chance of winning. Consider the difficulty of organizing a rebellion of that size without being caught. Consider that they have nuclear weapons and that they might even consider using them on their own people.

And if they were to consider aid from foreign powers, how would they request it? What demands would they make in turn? Not to mention that involving a foreign power would make it a restart of the Korean War.

but like, soldiers aren't going to fight unless they're getting paid (for the most part). at what point does nk just become so poor that so many people and soldiers are starving that they turn on the regime? wouldn't Kim probably lash out and attack before that happens?
