why the forget is psn not free anymore?

So what's the difference between public servers on console and public servers on PC that I have to pay a fee to play the ones on console?

The stuff besides multiplayer is great but multiplayer should not be grouped into the service, multiplayer should be free because I bought the game and should be able to enjoy all of it.

that's kind of a nebulous question because there are multiple ways to create public online multiplayer. a lot of the games i can think of on PC that have free multiplayer have servers hosted by users, others are funded via subscriptions or via in-game purchases

if sony is providing servers and matchmaking for games using PSN then it makes sense that you would be charged by sony to have access to those services. there are apparently some games that don't actually require PS+ to play online as well http://gamefans.com/2016/11/28/games-you-can-play-without-ps-plus/

I'm talking public servers, the kind you get that are 100% guaranteed vanilla because they aren't hosted on someone's private server box

you can't monopolize online gaming on pc because literally anyone can make and sell games through a huge number of services availible. let's say steam took the Sony route and charged a steam+ fee for online gaming, no one would buy steam games anymore and would just go through GOG or some other service. xbox set the precedent for charging for online gaming and other consoles followed because otherwise they'd be deliberately putting themselves at a competitive disadvantage
