the left has shown us their success in gun control, they do it strongly in democrat cities, and fails miserably. 60 deaths a month, highest averages in nation where democrats control.

Doubt it. Bumpfire is a meme used exclusively for gun youtubers blowing up targets at like 10ft, it has no actual practical purpose because it's comically difficult to control.
Variation in fire-rate isn't hugely surprising when it comes to any automatic weapon, especially during sustained fire. I seriously don't understand why they won't tell us what guns he had. Maybe it's because having a fully automatic Pecheneg is already very very illegal and the left can't use it to push their gun agenda atop the graves of 58 people.
