I guess that's the caveat. If she just thinks she's fat while at a normal weight, then telling her she isn't fat would be the right thing. I don't think that's what's going on now, though.

If her weight is actually causing her problems, then they would need to lose some of the weight for the sake of their well-being, but if they can handle their weight and get around just fine, then there's no real issue

Define "chubby," what's her BMI? That's the primary indicator of whether or not she'll lose years of her life or not. Even a BMI of 30-35 and you'll end up losing around 3 years of your life on average.
