Spawn vehicle without using a spawner

I know it is possible to spawn a vehicle without using a spawner brick, but I need this as an event because I want to make a vehicle-buying system.
Can someone please make one? I don't know a lick of torquescript.

I found a way to make vehicle buying work while still using a vehicle spawn brick - just have the buying be done outside the dealership (ie a menu inside your garage instead of a dealership you drive to.) Locked.
