Yes, all the large ISP's here have implemented usage caps on their broadband internet packages. Personally, I have comcast and I get a 1tb/month cap. If I exceed that cap, I get charged each gb over the limit. I do not get any notification that I am over my cap either, I'm expected to log in online and view the current usage. You can get the cap removed by paying $60/month extra on your plan.

Depends on where you live, I have Centurylink and I don't have a cap

Probably because you're grandfathering an older plan without it.
