even if things remain the same as they were before title II, that'd be a loss. companies didn't exactly behave back then and they aren't gonna be any more likely to behave now. it's incredibly naive to believe that companies will act in our favor; they have extensive, legitimate incentive to make decisions that are simply and clearly worse for consumers, and in the US we don't generally have the luxury of choice when it comes to ISPs
