why would you assume that
the average internet user sticks to the big websites that would be in such packages. there is literally no reason, from an ISP's perspective, to not limit other websites. it gives them a chance to upsell. maybe they'd even come up with custom single-site packages you can add if you wanna use some random website that's not included in their existing groups
