We eat pigs and cows, and the process of killing them at least comes with some productive result. This is just some psycho kid who threw a cat for fun.

Random animal abuse is a well-established litmus test for predicting which people are going to grow up to be murderers/serial killers/rapists/wallstreet bankers.  Even if we assume (potentially falsely) that cats aren't sentient beings capable of feeling/understanding pain, then we should still make abusing them illegal since it's an excellent way to get future psychos into the system before they start killing.
